The five boroughs of New York City (Site specific location TBD upon assignment of Task Order by H+H). Note: Additional sites may be required based on the influx of migrants.

DESCRIPTION:

The Project/Program Manager (PM) is responsible for the oversight and operational performance of service functions located in New York City, NY, and any additional locations as required by New York City Health and Hospitals (NYC H+H). This position will function as the liaison with Acuity International's (Acuity) shared services department leads. This position is responsible for ensuring contractual requirements and client expectations are met in support of the delivery of clinical (medical and mental health) services to migrants at the NYC H+H Humanitarian Emergency Response and Relief Centers (HERRC) facilities and the City of New York's Arrival Center. Reports to the Sr. Director of Operations for Humanitarian & Emergency Response.

All services shall be provided in accordance with established standards, principles, and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which Acuity is recognized.

The PM will manage the daily operations and project lifecycle of this contract. The PM will be a part of the management team including overseeing the administrative human resources duties in support of the delivery of clinical services to migrants. The PM ensures execution of all work assignment logistics and travel are completed and coordinated with all stakeholder points of contact per worksite. The PM shall also ensure the non-clinical operational procedures and processes are effective and efficient to enable successful contract execution, and will provide guidance and recommendations to the Chief Medical Officer who is responsible to ensure the delivery of quality services to eligible participants.

This is a temporary position, and the length of the assignment may vary based on operational needs and client requirements. This position is responsible for compliance with current Centers for Disease Control and Prevention (CDC) guidance, as well as guidelines stipulated by NYC H+H, local, and national authorities.

Due to varied current global health climate, additional personal protective equipment (PPE) guidelines may apply. Employees may potentially be working in an environment supporting the medical response to an emergency health crisis created by highly infectious diseases.

DUTIES AND RESPONSIBILITIES

The primary responsibility of the PM includes the following:

  • Manages and coordinates the on-time delivery of daily shared services activities supporting the provider of clinical services to migrants in assigned HERRC facilities.
  • Oversees, manages, and supervises onsite operation teams to ensure rapid deployment of personnel and has oversight of operational staffing and attrition rates, in accordance with contract requirements.
  • Assists and serves as on-site liaison with the customer, Contracting Officer Representative, and other designated Government officials throughout the term of the contract.
  • Coordinates management solutions with Corporate Resources such as: Recruiting, Credentialing, Finance, Travel, Security, Human Resources, Contracting, and other shared services departments.
  • Consults with Site Managers (Charge Nurses), executives and business unit leaders on ideas for advancing strategic objectives, improving organizational performance, and meeting customer needs.
  • Ensures execution of all work assignment logistics (to include housing - as applicable, and travel needs) to meet assignments are completed and coordinated with the applicable stakeholders' POCs per worksite.
  • Ensures the efficient and effective administrative operational procedures and processes to enable successful contract execution.
  • Applies strong business acumen in understanding and applying general business principles to financial and management concepts on the contract.
  • Develops tracking systems to assist the Quality Control Manager (QCM) with the quality assurance programs, metrics, reports, and data; ensuring the gathering and reporting of data are in accordance with Service Level Agreements (SLAs) and Monthly Status Reports (MSRs), and other required contract deliverables/metrics.
  • Responsible for the management of property, logistics, supply chain, and the necessary synchronization of assets for the support of the customer's assigned mission and deliverables to support continuous, full operational capabilities.
  • Assists medical practice with ensuring compliance with credentialing, education, security, and training of personnel in accordance with contract standards.
  • Ensures integrity and security of all privacy laws.
  • Responds to a variety of inquiries of varying complexity by using knowledge and an understanding of established policies, procedures, and practices for safeguarding information (HIPAA, PHI, PII); including maintaining confidentiality of all company proprietary information.
  • Relies on research, cognitive reasoning, and follow-up skills to complete tasks, fact-checking information to verify and document information, ensuring applicability, feasibility, and data integrity.
  • Proactively multi-tasks on a variety of assignments; provides thorough work while maintaining a sense of urgency based on program needs.
  • Maintains professionalism, ethical standards, discretion, candor, privacy, and confidentiality of all company proprietary information, meetings, communication, and documents; including implementation of policies and procedures consistent with those of the organization
  • Accountable for and maintains a positive attitude and work culture with high motivation to achieve and excel in decision making, strong communication skills, and innovative problem-solving skills in line with organizational values.
  • Ensures compliance with contracts/subcontracts, policies and procedures, state, and Federal regulations.
  • Coordinates, designs, and implements internal data management, and reporting systems while providing regular reports to management on process status and improvements.
  • Provides daily updates on program activities to Acuity corporate leadership, the client, and project stakeholders.
  • Maintains appointment schedule by planning and scheduling meetings, conferences, teleconferences, and travel.
  • Develops and implements systems to maintain records on employees and compliance activities. Provides assistance to the medical practice as needed.
  • Coordinates the preparation of reports, special analysis, and information reports for management; presents recommendations for change requests and/or improvements.
  • Develops or assists with the development and implementation of policies and procedures consistent with those of the organization and contractual requirements, to ensure efficient operations.
  • Establishes and maintains a professional working relationship with corporate leadership.
  • Will be assigned to various working groups and committees as needed, will work on special projects as assigned.
  • Performs other duties as assigned in accordance with corporate and contract requirements.

OTHER DUTIES:

  • May lead or participate in interdepartmental project groups or task forces to integrate activities, communicate issues, obtain approvals, resolve problems, and maintain a specific level of knowledge pertaining to new developments, new task efforts, contract awards, and new policy requirements.
  • Supports business development objectives and efforts as requested.
  • Some travel may be required.
  • Participates and supports safety meetings, training, and goals. Ensures safe operating conditions within an area of responsibility. Encourages co-workers to work safely. Maintains a clean and orderly work area.
  • Identifies "close calls" and/or safety concerns to supervisory personnel.
  • Assists in active implementation of company initiatives to ensure compliance with OSHA, ISO,SOC II, DOL, JCAHO, AAAHC, and other mandated regulations/standards.

QUALIFICATIONS:

  • Bachelor's Degree in Business Management, Healthcare Administration, Public Administration, Public Health, or any relevant field of focus.
  • 5 years of operations experience to include 2 years of administration management experience.
  • Must be able to work under minimal supervision and interface effectively with various levels of management.
  • Flexibility is required due to operational needs and/or program priorities.
  • Excellent presentation skills as well as oral and written communication skills.
  • Clean criminal background check.

PREFERRED QUALIFICATIONS:

  • Knowledge of emergency shelter operations and housing migrant populations.
  • Managing and coordination of general administration functions.
  • Relevant information systems experience.
  • Project Management Professional (PMP) PMI certified.

PHYSICAL REQUIREMENTS:

  • Work is normally performed in a typical interior/office work environment.
  • Work involves sitting and standing for prolonged periods of time.
  • May require bending, stooping, and lifting up to 15 lbs.
  • When traveling, this position will visit branch locations that may be under construction or locations that require significant walking between buildings with exposure to weather conditions.
